welcome to the concept of algebra

 \frac{3 - x}{5}  -  \frac{1 - x}{3}  =  \frac{13}{60}

take LCM,

 \frac{9 - 3x - 5 + 5x}{15}  =  \frac{13}{60}

 \frac{4 + 2x}{15}  =  \frac{13}{60}

now multiply both sides by 15 then,

4  + 2x =  \frac{13}{4}

now cross multiplication

then

16 + 8x = 13

8x =  - 3

x =  \frac{ - 3}{8}
