9x - 10y = -12 -----------(1)
(x/3) + (y/2) = 13/6
(2x/6) + (3y/6) = 13/6

(1) * 3 ---> 27x - 30y = -36
(2) * 10--> 20x - 30y = 130
Substracting, we get: 7x = - 166. Therefore x = - 166/7
Substituting x in (2), we get:
2(-166/7) + 3y = 13
-332 +21y = 91
21y = 91+332
y = 423/21
