a {x}^{2}  + bx + c = 0

the sum of the roots is 10

 \alpha  +  \beta  =   - \frac{b}{a}  = 10

product of the root is 9

 \alpha  \times  \beta  =  \frac{c}{a}  = 9

The required quadratic equation is,

 {x}^{2}   - 10x + 9 = 0

and the solution is,

 {x}^{2}   - 10x + 9 = 0 \\  {x}^{2}   - 9x - x + 9 = 0 \\ x(x - 9) - 1(x - 9) = 0 \\ x = 1 \:  \:  \: or \:  \:  \: x = 9
