If only pipe is filling the tank then  it takes = 16hrs

Amount of water filled in one hr = 1/16

Let outflow rate be = x

Amount of water emptied in one hour = 1/x

IF both inflow and outflow is there, then the tank is filled in = 24 hrs

LET "1" refers to a filled tank.

Therefor-:

24(1/16+1/x) = 1

x = 48

Hence it will take 48 hrs to fill the tank.

Method 2

LCM of 16 & 24 = 48

Let the inflow of water = A

Let the outflow of water be = B

IF only inflow is there then it taken 16 hrs to fill the tank. Therefor-:

A = 48/16=3 ----[EQ 1]

IF inflow and outflow both is there then it takes 24 hrs to fill. Therefor-:

A-B = 48/24 = 2--------[EQ 2]

On solving EQ1 & EQ2

B = 1

Hence tank will be emptied in = 48/1= 48hrs
