b) Lowest Resistence = 3 ohm

c)You cannot combine the three resisters in any way to get equivalent resistance of 12 ohm.However to get exactly 12 ohms,you would need at least four 9 ohm resistors.You could connect three 9 ohm resistors in parallel giving 3 ohm. Then connect one more 9 ohm resistor in series with the parallel to get equivalent resistence of 12 ohm
