Cost of a pair of shoes = 30/3 = 10

Value of 2 Men = 10
Therefore,
Value of 1 man = 10/2 = 5

Two pairs of ice creams + 5 = 13
Two pairs of Ice creams = 13-5
Two pairs of ice creams = 8
Therefore,
Cost of a pair ice cream = 8/2 = 4
