It is possible if you use factorial (! symbol) and do it like this: 

$3+5+7+9+3!=30$

It means that 3 - still being the same number is counted as: 

$3!=1*2*3=6$

Therefore we get: 

$3+5+7+9+3!=3+5+7+9+6=30$
