The answer to the question is 993

I got the first digit as the sum of letters in the month
September has 9 letters 
∴1st digit of the no: is 9

Perhaps the second digit in the no: is the month no of september that is 9.This means that September is the 9th month .
∴2nd digit of the no: is also  9

Last but not the least,
i got the third digit as the sum of total vowels in each month.
for eg - in January there are three vowels
∴ the third digit of January is 3

similarly the third digit of the no: is 3

Hence the no:  for September is 993
