  =  > {(x + 3)}^{2}  +  {(y - 5)}^{2}  =  {(x - 5)}^{2}  +  {(y - 1)}^{2} \\  =  >  {x}^{2}  + 6x + 9 +  {y}^{2}   - 10y + 25 =  {x}^{2} - 10x + 25 + {y}^{2}  - 2y + 1 \\  =  > 6x - 10y + 34 =  - 10x  - 2y + 26 \\  =  > 16x - 8y =  - 8 \\  =  > 8(2x - y) =  - 8 \\  =  > 2x - y =  - 1 \\  =  > 2x - y + 1 = 0

so the eqn is

2x - y + 1 = 0
