Here's your answer ..

x=2t²+ 3t + 4

So,
dx/dt= 4t + 3

Hence at t=4sec
dx/dt =4(4)+3
=19

when \: y =  {x}^{n}  \\  \frac{dy}{dx}  = n {x}^{n - 1}

 \frac{dx}{dt}  =  {2 \times 2t}^{2 - 1}  + 3 \times   {t}^{1 - 1}  \\  = 4t + 3
At t = 4...
 \frac{dx}{dt}  = 4 \times 4 + 3 = 19
