Answer:

The Factor Theorem tells us that (x-a) is a factor of f(x) if and only if f(a) = 0.

Here, our "(x-a)" candidate is:

g(x) = x + 1 = x - (-1)

We have

p(-1) = 2(-1)³ + (-1)² -2(-1) - 1

     = -2 + 1 + 2 - 1

     = 0

so YES, by the factor theorem

(x - (-1)) = x+1 = g(x)

is a factor of p(x).
