Explanation:

x(0.98)+1(-2)=0

0.98x-2=0

0.98x. =2

X = 2/0.98

X = 200/98

X. = 2.04. Avg oxidation state

Ni3+ fraction =2.04 -2/1 = 0.04

Ni3+ %=4

Ni2+ =100-4= 96%
