So let's assume that 2/3 is a zero of this equation

3 {x}^{3} +  {x}^{2} - 20x + 12 \\

if after putting the value of 2/3 it becomes zero then we will consider that our assumption is right other wise not

3 ({ \frac{2}{3} })^{3} + ( \frac{2}{3})^{2} - 20 \times  \frac{2}{3} + 12 \\  \frac{8}{9} +  \frac{4}{9} -  \frac{40}{3} + 12 \\  = 12 +  \frac{12}{9} -  \frac{40}{3} \\  = 12 - 12 = 0 \\

so we can say that (3x-2) is a factor of this equation.
