First in upward series connection,

R1 = 1 + 2

= 3 ohm

Now in downward series connection,

R2 = 3 + 4

= 7 ohm

Now the equivalent resistance R' ,

=> 1/R' = 1/R1 + 1/R2

=> 1/R' = 1/3 + 1/7

=> 1/R' = 7 + 3

=> 1/R' = 10/21

=> R' = 21/10 or 2.1
