Here's the Solution :

4x - 3y = 8 \\ \implies - 3y= 8 - 4x\\ \implies \: 3y =4x - 8 - - (1)\\ \\ and \\ 18x - 3y = 29 \\ \implies - 3y = 29 - 18x \\ \implies3y = 18x - 29 - - (2) \\ \\ now \: (2) - (1) \\ \implies3y - 3y = 18x - 29 - 4x + 8 \\ \implies0 = 14x - 21 \\ \implies14x = 21 \\ \implies \: x = \frac{3}{2} \\ and \: by \: (1) \: we \: have \\ 3y = 4 \times \frac{3}{2} - 8 \\ \implies3y = 12- 8 \\ \implies \: y = \frac{6}{3} \\ \implies \: y = 2
