whenever there's a negative sign is in the denominator then it will be assumed as the term is negative and will be shifted to the numerator

now,

 =  \frac{16}{26}  + ( \frac{ - 7}{3} )

if we have a negative and a positive sign it will be converted to negative

 =  \frac{16}{26}  -   \frac{7}{3}

now we need to take the LCM of both the terms so that it can be further subtracted

LCM of 26 and 3 = 78

 =  \frac{16}{26}   \times  \frac{3}{3}  =  \frac{48}{78}

 =  \frac{7}{3}  \times  \frac{26}{26 }  =  \frac{182}{78}

now we can perform the given operation

  = \frac{48}{78}  -  \frac{182}{78}

 =  \frac{48 - 182}{78}

  = \frac{134}{78}  \:  \: answer
