Given :

h1 = 6400 km

h2 = 19200 km

V = √( GM/R + h )

⇒ V1 = √(GM/6400 km + 6400 km )

V2 = √(GM/19200 km + 6400 km)

V1 : V2 = √( 25600  / 12800 )

⇒ V1 : V2 = √2/1

Hence OPTION 1 is correct .
