just use formula

( a - b ) ^2 = a² +b²-2ab

(x/3 - y/2)^2 = (x/3) ² + (y/2)² - 2 × x/3 × y/2

=x²/9 + y²/4 - (2xy/6)

= x²/9 + y²/4 - xy/3

= (4x² + 9y² - 12xy) / 36
