Solution:-

x+3y= 16 -(1)

and,

2x+3y= 4 -(2)

Subtracting-(1) and -(2)

x+y-(2x+3y)= 16-4

 \bold{ \implies x +  \cancel{3y }- 2x - \cancel{ 3y} = 12}

 \bold{ \implies{3x = 12}}

Substituting the value of x in -(1)

x+3y=16
