We have two factors 

(x+2) and (x-1) 
So x = -2 and 1

Put x = -2 
we got 
(-2)³ + 10(-2)² -2m + n =0
-8 + 40 -2m +n =0
32 - 2m + n =0----------------(1)

and put x = 1 
we got 
1³ + 10(1²) + m + n =0 
11 + m + n =0 -------------(2)

By (1) and (2) 

we got 
(32-11)+ (-2m-m) =  0 

21 -3m = 0 

-3m = -21 

m    = 7 

Also 11 + 7 = -n 
         17 = -n 

n = -17
