The countries you mentioned are having their own kings/queens and are still following monarchy. So the kings are not willing to give the citizens their voting rights. Because if they have voting rights then they will have the power to choose their leader(democracy).

Ultimately the king might loose his power to rule the country.Hence the citizens didn’t get voting rights.
