It depends on what their motive is. If they want to do something good for the whole team and everyone appreciate this then those members can be selected as the leader. But, if everyone doesn't supports it then you should not allow them to be the leader of every task because leader plays the most vital role in performing the task in a positive manner. Choosing wrong leaders may also result in collapsing the whole team. Thus it's necessary to choose a wise leader. If there is more than one person who is elligeable for doing the task then u may make both of them leaders of two different tasks.
