Most bacteria decompose organic matter to some extent. They 'consume' it. If there was nothing to decompose organic matter:
First, translucent slime would start to cover everything --from dead bacteria and microorganisms. The only way to reduce waste would be to burn it which would probably destroy air quality around the world. But you can't burn water so the seas and our water supplies would be toxic with dead organic matter and waste. We'd all be dead in short order choking in our own filth.
