Some non metals are very reactive in air, hence they are kept in water? But water also has oxygen up to some extent, so why don't the non metals react with that oxygen

The Oxygen in water is in the water molecule which can't react. And water naturally doesn't contain Oxygen dissolved but phytoplanktons carries the dissolution of oxygen in the water which are producers of aquatic life, produces Oxygen by photosynthesis.
I am not sure.. but I think it is the right answer
