Some Muslim political organizations were lukewarm in responding to Civil Disobedience Movement: 

1. After Khilafat movement, many Muslims felt alienated from Congress because they were becoming closer to Hindu nationalist groups like Hindu Mahasabha. 

2. Communal clashes and riots between Hindus and Muslims increased the distance and differences between the two. 

3. In 1927, Congress and Muslim Leaque tried to make an alliance. Muhammad Ali Jinnah wanted Muslim reservations in Central Assembly and representation in proportion to the population in Bengal and Punjab.

 4. Negotiations failed completely in 1928 at the All Parties Conference because M. R. Jayakar of Hindu Mahabharata opposed such efforts completely.

 5. Civil Disobedience movement started amidst such distrust Many Muslim leaders feared that they would be suppressed as a minority. So, they didn't respond completely to the call for a united protest.

muslim orgnisations could not respond for a  united struggle when civil disobedience movement started in 1930 because muslims felt ignored from the congress after non cooperation movement and association of congress with hindu mahasabha  worsened the hindu muslim relationship and also muslims felt that they were a minority dominated by hindu majority
