Where English is a need of an hour and is the only language that opens doors to all the opportunities awaiting you, It is evident that people who aren't able to speak english will certainly be less confident and discouraged.

What can be done? They can be given regular and continuous english classes that focuses on spoken as well as written english. They should be encouraged to converse in english even if they are not confident. 

They should be given more english books to read to enhance their vocabulary. Also watching english movies is not a bad option.
