The groups which do not have any lone pair on the key atom(the atom attached directly with the benzene ring) are k/a meta directing groups.
Only the 4th option has a lone pair on the key atom (on O- ion). Hence it is ortho/para directing and any incoming group will attach at the ortho and the para position.
