No , being a Criminal or a good Human being is just a mindset which can be altered by factors surrounding us.

if the people and our situation forces us to perform bad deeds, then we'll end up as a criminal.

Otherwise , our seeds will be sown in the right place and we'll grow as good beings.

Similarly , Criminal mindset can be changed by counselling.
