The following answer is presented as a conversation between two teachers:
Radha: You know, I am fed up of the students in my class. I have repeatedly told them how they should not litter during lunch breaks, but they simply do not listen.
Sara: Oh Radha, I used to have the same problem some months ago but I was able to solve it.
Radha: Really? what did you do?
Sara: Well, you need to first of all start by explaining why littering is bad, not just for the school or classroom, but for the wider community, tell them and give examples of how we see litter on the streets and hate it but why are we ok on littering in the class?
Also tell them the importance of using dustbins and show them examples.
Radha: But I have done this before! They didn't listen
Sara: I understand, but you need to explain it to them again and again, not once, not twice, again and again, and with a nice tone. Don't be stern. Kids don't like it. Kids learn and sometimes slowly and they love to be naughty, so you need to keep this in mind.
Radha: You think this will work? What if they don't change
Sara: Use this for 6 weeks, if after this, they do not change, simply use the carrot and stick approach.
Radha: What is the carrot and stick approch
Sara: Simple! Punish kids who litter, either by deducting marks from their course work or making them stand etc. And whoever does not litter, or uses the dustbin properly, praise them in the class, and even give them chocolates in front of everyone.
Radha: Wow sara, this sounds like a nice idea I will try it Thanks!
Sara: Any time!
