Given :Total number of plants  = 3609
Plants left out after arranging in a row = 9
To  arrange plants  in rows to make a perfect square.we have to subtract 9 from it.
Number of plants to arrange in  perfect square rows = 3609 - 9 = 3600
number of rows = number of plants in each row,
Total number of plants = number of rows × number of plants in each row
3600 = number of rows × number of plants in each row
3600 =  (Number of rows)²
Number of rows = √3600
Number of rows = √ (2×2)×(2×2)× (3×3)×(5×5)
Number of rows = 2 × 2 × 3 × 5 = 60

Hence the number of rows is 60 & number of plants in front row is 60.
