Unseen passage/note making: This is an extremely scoring section and needs the least amount of effort comparatively. Read the passage carefully and you will be able to find the links to answer the questions. Solving passages from past board papers and/or books like U-like, Together With, BBC or whatever you prefer will be helpful.
Writing skills: Follow formats religiously. Majority of the questions in this section are for 10 marks, divided into 3 marks for format, 4 for content and 3 for fluency/accuracy of English as far as I remember. Look at sample letters, articles from reference books to improve thinking skills and get an idea of presentation. A handy tip for this section is to make a rough column in your answer sheet writing down bullet points of the cause, effect, suggestion of whatever problem you are expected to address in the letter and article and work your way to making paragraphs on them accordingly. The board examiners would much rather prefer an exhaustive article with lots of ideas and inputs by the student than just repetitive arguments in flowery language.
Grammar: Practice, practice, practice. Brush up basic rules and attempt as many questions as possible and learn from the mistakes you make.
Literature: Read all the chapters very thoroughly. Carry the textbook to school at all times and mark important phrases and paragraphs that you would have trouble understanding yourself and take help from the teacher. Specially for poems, write in your book or a separate notepad all that your teacher explains. Having said that, you should also realize that understanding the chapter is not enough as you will be expected to write 7-10 mark answers in the exam. Keeping this in mind, try to attempt past year papers and questions from other reference material and try to frame long answers. Each of these long answers should have an introduction, body and conclusion. Aim for about 150-200 words spread across 3-4 paragraphs.

Make margins on both sides of the answer sheet. This will not only show your neatness but you will have to write less to fill a page.
Common belief for acing English board exams is writing sufficiently long answers (within word limit) and having a good and neat handwriting. I believe these are not myths so try adhering to these.
As far as I remember past year topper answer scripts are available on the CBSE website. Try finding it and have a look for your reference.
Lastly, even though school test marks are not counted in the board exam year, take every school test seriously and write it as though that is the final exam. This will go a long way in giving you ample practice for the final board exam.

I think the possible reason you are not scoring well in English is either you think it is too general to study for, don't write much in 7-10 marks answers or don't follow formats in writing skills. With marking scheme being made for all subjects in board exams, English papers are also checked very objectively and you will tend to lose it if you don't give the subject much attention.
