It means 5 divided by b

This proof is about the irrationality of number root 5.
Look the proof is a contradictory proof which is to be proved by assuming the number root 5 as rational.
Thus root 5 has been considered as a/b as any rational number can be written in the form a/b
Now,
As we go further to your doubt
There is a fact that any number which is divisible by the square of any other number will be divisible by that other number too.
For example if number 3 is divisible by 3^2 that is 9
Then 3 will also be divisible by 3
