Let the numers of passengers on the bus be 'x'

1st stop

 \implies \: (x -  \frac{x}{4} ) =  \frac{3x}{4}  \\

2nd stop

\implies (\frac{3x}{4}  -  \frac{3x}{16} ) + 14 =  \frac{9x}{16}  + 14 \\

Given the number of passengers at 2nd stop is equal to number of passengers in the bus at 1st

\implies \:  \frac{9x}{16}  + 14 = x \\

\implies x - \frac{9x}{16}  = 14 \\

 \implies \: \frac{7x}{16}  = 14 \\

\implies \: x =  \frac{14 \times 16}{7}  \\

\implies \: x = 32
