sometimes potatoes kept in a basket during rainy season give out shoots. is this germination? if not then what do u call it? give reason

Not it is not germination. Germination is generally referred to the process of which new plants, fungi and bacteria emerge from seeds and spores, and begin growth.But here potatoes start giving out small shoots from their eye buds or vegetative part of the potato. This is generally called as sprouting.
