Sone pe suhaga" comes from the fact that a women when dressed in the golden ornaments, she looks good. When the same women applies the sindur in the forehead (borex or suhaga which is a sign of marriage in hindu tradition), then the later increases (or beautifies) the charisma of the lady.
This idiom is used where someone sees or finds out the good qualities(generaly) in someone more than one expects or knows, then this phrase is used.
