sound is produced when body undergoes to and fro movement. however, no sound is produced when a person waves his/ her hand. why?

Sound is produced if a body striking another body acquires enough frequency. But a waving hand does not have enough frequency, that we may hear. Humans have a limited range of hearing. We can't hear over a certain frequency or even with less frequency.
