Option C both a and b as in vaccum there is no air to support movement of sound but in air and water have air to support movement of sound.

This can be verified by a real life example : In a noisy place like the class room if noise is coming from outside the class teacher generally close the door which blocks the air and it resist the sound entering inside the classroom
