Russian word “sovet” has two meanings: 1. Advice. 2. Consul as management office. During the Bolshevik'srevolt the basic head office of Bolshevik party for a borough was called sovet (Soviet is another spellings). Soviet Union means Union of those Soviets. In country the Soviet was responsible for the entire region or republic. Therefore, Soviet is a bureacratic management office of Bolshevik's Communist party.

"Soviet" means "Council". It refers to "councils of workers and peasants (or soldiers)", which started organizing in cities and villages in the early twentieth century in close cooperation with Russian Communist organizations.



After the October Revolution of 1917 Lenin handed the administration of the whole country to the soviets. Consequently a soviet was organized in every locality, and in the localities that didn't have one this was forced by the Red Army. A Supreme Soviet was also created, to act as a kind of a parliament of the USSR. Of course, only communists could be elected to it.


"Soviet" is, therefore, a political term, which refers to this kind of representative democracy. (How representative it actually was is out of scope of this question.)
