"State of Motion and rest are relative"

First of all, this statement means that:-

Motion or rest is always seen with respect to any reference point. From one reference point an object can be in rest while seeing from some other reference point the same object appears to be in motion. Since rest and motion terms depends on frame of reference so, they are said to be relative terms.

It will become clear from the example:-

For example:- A person sitting in front of you may appear as rest to you but the same person when seen from outside the earth will appear to be in motion cause our earth is always in motion.

Another example:-

When you are sitting in a train your fellow passenger will obviously seem to be rest for you, but the same person will appear to be in motion if some other person is observing him from outside the train.
