I'll just answer the introductory part alone here.

Just as any other language, You'll need different kind introduction for different kind of speeches in Tamil too.

In a casual even you don't need have your speech in ‘செந்தமிழ்’(Senthamizh). Just a ‘வணக்கம்’(Vanakkam) with introduction of the host, the guest and the reason for that gathering would suffice.

It is a completely different scenario incase of a formal event. You cannot use colloquial Tamil here.

For example, if you are welcoming a group a scholars you can start your speech by saying

“ “ஈன்ற பொழுதின் பெரிதுவக்கும்

தன்மகனைச்

சான்றோன் எனக்கேட்ட தாய்.” என்ற அய்யன் திருவள்ளுவரின் கூற்றுக்கு இணங்க தன் தாய்மார்களுக்கு பெருமை சேர்த்து இங்கு அமர்ந்திருக்கும் சான்றோர்களுக்கு எமது முதற்கண் வணக்கத்தினை தெரிவி்த்துகொள்கிறேன்.”

For non-tamil speakers I'll write the same tamil words with English alphabets.

Chaandron Enakketta Thaai.” endra ayyan Thiruvalluvarin koitrukku inanga thann thaaimaargalukku perumai serthu ingu amarnthirukkum saandrorgalukku yen mutharkan vanakathinai therivithu kolgiren”

It roughly translates as “As the renowned scholar Tiruvalluvar said ‘The mother who hears her son called "a wise man" will rejoice more than she did at his birth.’ I welcome the scholars who have already given their mother's this joy and sat here.”

During a speech you body language has an equal importance. Have a big smile and a good eye contact with humble expression. This will make the audience planted to their seats. An introduction with a relevant proverb would be the crème de la crème and I would prefer that over any other type of welcome.
