Forgiving is a virtue of very good and kind people. Not everyone has the potential to forgive others. Lord Ullin too, was like an ordinary man who was not able to pardon his daughter for loving the man whom her father did not approve of. Because of his fury, he lost his daughter. When he looks at her drowning in the river, he realises that if he had forgiven her, she would have been alive.
