The Chief Minister of Odisha, Shri Naveen Patnaik, is passionate about schooling and founded the Odisha Adarsha Vidyalaya Sangathan (OAVS).

• On September 19, 2015, the Odisha Adarsha Vidyalaya Sangathan was incorporated as a society under the state of Odisha's Society Registration Act.
• The Department of School and Mass Education of the Government established Odisha Adarsha Vidyalaya. of Odisha. This is the brainchild of Hon'ble Chief Minister of Odisha Sri Naveen Pattanaik.
• Odisha Adarsha Vidyalayas are providing secondary-level instruction in English for students, particularly those in semi-urban or rural areas, in order to give opportunities to rural talents who cannot afford English-medium education.
• The General Body is the apex body of the Sangathan and is presided over by Hon'ble Minister, School & Mass Education as Chairman In his capacity as Chairman, DC-cum-ACS leads the Executive Body. Upendra Tripathy, the current Advisor/Working President, was appointed on August 3, 2021.

Odisha Adarsha Vidyalaya Sangathan (OAVS) is an initiative of Shri Naveen Patnaik, Chief Minister of Odisha who is passionate about school education. OAVS provides free quality education in English to students, especially from semi-urban and rural areas, across the state. Adarsha Vidyalaya aims to nurture rural talent by inculcating 21st-century educational skills through a holistic and integral approach to their physical and aesthetic development, apart from academic finesse. This co-educational school is established at the block headquarters in all the 314 blocks of Odisha, at the middle and higher secondary level from classes VI to XII. Adarsha Vidyalayas will play a key role in spreading modern education in remote parts of the state while integrating the students of small towns and villages into mainstream education.

• It started as a "model school" started by the Government of India under the Central Aid Scheme in 2010–2011. However, it has been disconnected from central assistance since the financial year 2015–16. The project was supported by the Government of Odisha with additional features and was incorporated on 19 September 2015 as a company under the Odisha Companies Registration Act.
• The General Body is the apex body of the Sangathan headed by the Hon'ble Minister, School and Mass Education as the President. The executive body is headed by an adviser with a working president or chairman.
• The governing body is headed by the DC and the ACS as chairman. The executive body (academics) is headed by a commissioner with a secretary, the school, and the mass education department.
• Vidyalaya Management and Development Committee (VMDC) constituted in all OAVs to look after the matter
