By spores you tend to mean stomata..  ( I suppose)                                                           Stomata are more numerous in lower epidermis than in upper epidermis..      The only exception is in the case of Floating Leaves..   In floating leaves,  the  stomata are more on the upper side of epidermis...                                                                                                                                                                                            Hope its helpful!!!!
