Did and paid are two verbs which are used to denote past tenses. There can not be two occuring or events happening simultaneously in the past.

This is because did is the past form of the verb do. Hence as a verb which is auxillary, did is used.

Now, the main verb in the sentence is pay. So, infinitive verb pay is used to emphasize on the main verb.
