        A king needs to have countless values in order to be a good and rightuous ruler. Mercy or compassion are not necessarily the most important ones. Others are wisdom, strength and charisma.
  
        We know that wisdom comes from our mind, our head. Strength on the other hand is symbolised by our arms - how big and muscular they are. Charisma at last is how people feel about somebody or better, how a person can influence other people so they liked him. Therefore, mouth should symbol of charisma because what you speak will usually define how you're perceived by by-standers.

        That being said, the only place that's left is heart - the symbol of love, friendship, amiability and compassion.
