1.Under the Permanent Settlement the revenue was fixed or decided as per the land holdings of the peasants; In Mahalwari system revenue was to be paid by village known as mahal.In Permanent Settlement the zamindars collected the revenue. But in Mahalwari systern the village headman had to collect the revenue.

2.This system of land revenue was introduced by Thomas Munro in Madras in 1820. Later it came into effect in Mumbai area. This system established a direct settlement between the government and the ryots  that is cultivators. The revenue was directly collected from the cultivator and it was quite high.

3.Indigo plantations were also started in many parts of North America. By the end of the eighteenth century, industrialization began in Britain and cotton production expanded manifold. This created an enormous demand for cloth dyes.This meant that there was increasing demand for Indian indigo.

4.The Commission found that the planters were guilty, criticised them for the forceful methods they used with indigo cultivators, and finally declared that indigo production was not profitable for the ryots.
