=> Stamps can be arranged in multiple of LCM of  12 & 18

12 = 2 * 2 * 3

18 = 2 * 3 * 3

LCM = 2 * 2 * 3 * 3

=> LCM = 36

Stamps are multiple of 36  

500  =  36 * 13  +  32

36 * 13   = 468

greatest number of stamps if they are fewer than 500  is   468  if stamps in an album can be arranged as 12 per page or 18 per page
