solution :  reducing power means, the potential of a substance to reduce the another substance. reducing power is inversely proportional to the standard reduction electrode potential. means, the reducer will be stronger, when it has more negative reduction potential while the reducer will be weaker if it has more positive reduction potential.

       here, if we arrange higher potential to lower potential, we'll get,

A > B > D > C

∴ arrange based on reducing power will be C > D > B > A

therefore the element with the highest reducing power is C.
