uniform time for places in approximately the same longitude established in a country or region by law or custom it is necessary because there are many time longitudes in a particular region which changes the time so for taking as a whole average time for the region or country standard time is necessary

From Gujarat ( which is in east ) to Arunanchal Pradesh ( which is in west ) there is a time lag of about 2 hours. So Standard Time for the whole country is taken from Mirzapur ( which is in Uttar Pradesh ). This reduces the time confusion.
