because of when bus starts the both upper and lower portion is in motion when driver brakes then lower portion of body comes quickly in rest but upper portion remains in motion and we tends to fall forward so standing is not allowed

Center of mass of a human body is almost at the mid part of body. When a passenger stands up, especially at the upper deck, the center of mass of the bus passenger system moves upward. This decrease the stability of the bus and it can easily topple while taking turns.
